What's Wrong with the Oakland Public System

The most egregious subsidy come from the Oakland Public School system. None of the Board members, the teachers’ union, nor the public is overtly aware of these subsidies. Whie the School board is composed of some very dedicated people, there is a decided lack of business experience. Lawyers tend to set policy and set limits on discussion.
Many of our public schools have toxic environments. Many of the students are undisciplined and display behavioral values that are anathema to a very large number of parents. These parents opt for racially segregated schools because the general impression is that Black students in large numbers unduly influence the student population and adversely effect the learning environment.

As long as the number of Black students make them a small minority of the student populations those parents, who seek segregated education as well as a diverse education are happy.
When I was a child segregation meant no Black students. Now segregation means a limited number of Black students. At that time racial segregation was practiced exclusively by white people of color.

The underclass, in urban environments, are largely Black and poor. For a variety of reasons White people and people of color, who may have just escaped from the community of the poor, segregate themselves from this group. This separation and isolation leaves a large group of people, who have the same hopes and aspirations, uneducated and untrained in skills to sell to the market. Unable to make a living they often turn to anti social activities.
